MY SALARY CAP SHOULD EXACTLY BE AT 64.9 MIL, WHICH MEANS, I AM STILL UNDER THE CAP BY A LITTLE BIT.
and since I hold Walton's bird rights I can pay him any amount I want to re-sign him, so I still have more then enough cap space to re-sign him.
better yet, if I wanted I could pay him 12 mil and still be under the hard cap.

Like the NBA we'll be having a soft cap. Unlike the NBA we are also having a hard cap, as we can't mimic the luxury tax.
The hard cap is set at $85m. You must not exceed the hard cap at any time. Period. This is the hard cap, no exceptions allowed.
The soft cap is set at $65m. After this you're options become limited.
First, any trades that take you or another team over the cap must meet the 125% rule.
Secondly, you can only sign free agents using an exception. You can sign rookies with the rookie exception, and other players to the $1m league minimum, or use one of your exceptions. You alse have a mid level exception (MLE) worth $5m which you can use. We aren't using Bi-annual and low level exceptions.
Another exception you can use to go over the soft cap is the Larry Bird exception. The player in question must have played three seasons without being waived or changing teams as a free agent. Traded players have their bird rights traded with them.
It is your responsibility to ensure you understand this, that your team's salary situation is in order at any given time. When making trades with other teams check their salaries yourself and not simply assume their listed salaries are correct. I have better things to do than check everyone's salary threads, trade threads, etc. are correct, and if you screw up and go over the hard cap we'll hit you and your team with a large stick.

And Walton has played 4 seasons for the Lakers.

But I am not gonna get screwed out of a Free Agent signing, which I can go over the cap to re-sign my own player without getting penalized.

i have a problem with people calling me out in public, so the next time you have an issue pm me. the only problem i had was you did not state that you held the bird right in the post. I have a million things im looking at when trying to sign people. the least you could have done is state that you have bird rights and it doesn't matter if i go over the cap. Or something like that.
I will take the blame for this even though you forgot to state that.
