The Bulls would love to bring Ron Artest back to the Windy City, but we realize he may want more money than we have available. Nevertheless, we want to show that we do want him, so we offer the maximum amount we can. Since we don't quite have 6 million available, the maximum raise we can offer is 1 million per season.
Year 1: $5,992,561 Year 2: $6,992,561 Year 3: $7,992,561 (Player Option) Year 4: $8,992,561 (Team Option)

You are not allowed to talk in these threads, and if you read my post, I already acknowledge there is more money out there, this is just ALLLL of the cap space Chicago has. So it's their max offer.
Gotta at least make the offer.

The money is an issue for Artest. Although winning is important he feels like he's worth more even to a team trying to win it all. My client wishes to express his interest in playing for the Bulls by letting them know they aren't out of the race to sign him. Making this offer in free agency could still sign him but as of now he wants to see what other offers are out there.
