You may waive a player at any time but his salary will still count against your cap until either his contract expires.
If you have cap room you may also choose to buyout a players contract. In order to do this, make an offer in the "buyout" board, and the player agent will negotiate with you. (the buyout must be worth at least the current year's & half of the second year's salary to be considered.)
The buyout will count against the current year's cap. but once the season is over the cap space is cleared.
If the player you waive or buy out is later picked up by another team it will NOT affect anything. You must still pay the player their full salary, or the amount agreed upon in a buyout.
Teams are obligated to pay full salary and/or the full buyout amount for waived players, even if the player is later picked up from free agency. This is to prevent teams from picking up free agents simply as favours for each other to free up salary.rimrocker13.proboards42.com/index.cgi?board=rules&action=display&thread=624
